Gohar Meloyan is a co-founding partner of GM Legal law firm. She specializes in constitutional law, fundamental human rights, electoral law, administrative law, and legislative drafting.
Gohar Meloyan is a First Class State Counselor of the Civil Service of the Republic of Armenia.
She is also the co-founding director of the NGO International Center for the Development of Parliamentarism.
She is a licensed observer accredited by the OSCE Office for Democratic Institutions and Human Rights (ODIHR). She has led observation missions during several electoral processes in the Republic of Armenia. From 2013 to 2015, Gohar Meloyan headed the Secretariat of the Constitutional Reforms Commission. She has also served as the coordinator for the staff of the parliaments of the Eastern Partnership countries of the European Union.
Education
Gohar Meloyan received her Bachelor’s and Master’s degrees in Law (2005–2011) from the Faculty of Law at Yerevan State University.
Since 2011, she has been a PhD researcher at the Chair of Constitutional Law at YSU Faculty of Law, with the dissertation topic “Challenges of Implementing the Right to Freedom of Information in the Republic of Armenia” (currently holding deferred status). She also studied at the Hertie School of Governance in Berlin, Germany.
Professional Experience
Gohar Meloyan has worked in both private and public institutions. She advanced through the ranks of civil and public service, from First-Class Specialist to Head of Department. She has worked in the Ministries of Justice and Environment, as well as in the National Assembly. She is an expert in the drafting and review of legal acts. She has headed the Legislative Division of the Ministry of Environment, the Legislative Expertise Division of the National Assembly Staff, and the Information and Analytical Department of the National Assembly Staff. She has also served as Advisor to the Chief of Staff of the National Assembly. Gohar Meloyan gained international experience at the Columbia Center on Sustainable Investment (Columbia University, USA).
She has participated in numerous international training courses and professional programs in Germany, the Czech Republic, Croatia, Georgia, and other countries, focusing on justice, parliamentary governance, and legal reforms. She is the author of several professional articles and has published academic works in constitutional and public law. As an invited lecturer, she has taught at the Faculties of Law of Yerevan State University and Mesrop Mashtots State University.
